The detection of gravitational waves (GWs) and light from a neutron star merger launched a new era in multi-messenger astronomy. Even though much was learned from the event, many questions remain open. This workshop, set to take place shortly before the launch of the fourth gravitational-wave detector observing run, aims to discuss the results of the previous run, plan the observations and modeling required for the new run and the era of design-sensitivity operations, and prepare for what promises to be an exciting future in astronomy and physics.
